Mail Attachments Freeze During Download

Mojave, macOS 10.14.5, Mail Version 12.4 (3445.104.11).

From a variety of senders, -- but not all --, this is the effect on my end. Also seems somewhat random. Other attachments from the same sender may work, -- or not.

Same problem in High Sierra and Mojave. OS reinstalls made no difference. Cache cleanups made no difference.

Any ideas?
