mail attachments missing

Hello there,
I have a Gmail account on my Apple Mail. i noticed something very peculiar last evening. Half of my attachments(specially the images), showed up with a broken symbol. when I turned my internet On, the full attachemnt was there. When I turn internet off, the broken symbol shows up again with no attachment.
is it normal?

Can be normal. Mail can be set up to only download the most recent attachments. I have to admit though, I don't know how to change the setting back, if it has been set.

You can activate the setting in iCloud storage optimizer. Found in the About my Mac window under Storage. But I don't know if you can reverse it that way.

I learnt that there is an application that gets these things sorted like forcefully downloading the email to the mail archives. But it isn't free. Do you know about any free solution that could me with the same?
