MAIL: "Move To Predicted Mailbox" grayed out

With 10.12.1 Apple removed the great feature of being able to "move or copy to latest mailbox you copied or moved to most recently", with a greyed out "Move To Predicted Mailbox". Am I missing something? It doesn't work on my end. Anyone else either have it grayed out as well, or know how to get back this function?

This only appeared on my mac with the 10.2.1 update. I've never had the beta release on this Mac

What I have discovered, is that it still works as before if you only select the individual account InBox in Mail. It's when you have 'All Inboxes' selected, it can't see the previous Move to folder.
