Mail & Notes Photo Browser & iMovie Media Not Showing Entire Photo Library

This is on a clean install 10.15.3.

When I open iMovie or Notes / Mail Photo Browser, it is only showing a select 165 images or media files? In total there should be 4500 or so. I have reset and created a new Photo's Library, I have also done the same with iMovie. I have obviously restarted the machine and apps. All troubleshooting steps give the same results.

In short my media browser does not recognise the vast majority of my picture/video content contained in the Photo Library.

Anyone else? Any suggestions as to what to do next...?

Is there a way to refresh the link between the apps mentioned and the photo browser? What I have noticed is, on my old backup copy of Catalina, pre clean install, the same issue is apparent but there are 350 out of the 4500 images listed. So it is still an issue...
