Mail rules are delected upon opening app

I have a few rules in Mail. When I quit the program and then open it again the rules are deselected (check marks are gone). I put a check mark next to each rule and all is well. But when I quit then reopen the program the rules do not have check marks (the are deselected). I am running Mojave on a 2017 iMac.
