I use apple’s Books app for books and have iCloud set up to sync the books across my devices.

Is there a way to ensure that the iPad has always downloaded the original of every book in the library so I can access it in case I am away from the internet?

The only way I know is to go to All Library and manually click once on every book you have so it downloads. That has worked for me in the past. I have almost 400 books so whenever I get a new iPad this can take a little bit of time, lol.

Don't go too fast either (if you have a lot) - I usually do a screen, wait for it to download, then do another screen's worth).

The only reliable way is to download the Books to the Ipad memory and access it from the filemanager. It will keep the notes made in Apple Books and you can add/edit as usual - but without opening it in Books.

When in critical moments I needed (song)books in Apple books, it was not there only for download which was not possible due to no Internet. This problem occurs also because of storage management by Apple, it will just delete the books when they are in iCloud.

One of the reasons I still use Marvin despite being abandoned 5 years ago. I can easily download all books from Dropbox before a trip and it will stay in the Marvin library.
