I'm familiar with Brushstroke for ios, is there a similar app for mac? I think Photo shop had I believe Oil Paint but I don't have PS and really don't need or want a high priced bit of software. Just want to play around and learn how to turn some of my photos into watercolors or impressionistic looking pieces. Any suggestions appreciated. Thank you.

Take a look at ArtRage. I played with ArtRage2 a while back and it was a fun program. Its up to Mark 4 now.

There are a LOT of them. Some are simple "one click" apps and others give you a lot of control. One of the better ones that gives yo a lot of control is by Corel Painter. You can get it free bundled with a Wacom tablet and you WILL need the tablet.
The app store is cluttered with the "one click" type apps.
since you do not intend to make money from this software but only to play around, you could look into finding photoshop & illustrator by less law abiding means
It is hardy worth it to pirate those apps. Yes you can do it. But the learning curve is so steep. It takes months to get to the point were you can use photoshop & illustrator that the cost in your TIME is som much more then the cost of the Adobe CC rental fee.
If you don't have a professional requirement best to use something simpler.
Simpler cheaper is http://www.pixelmator.com for image editing and Inkscape for use in place of illustrator.
Painter works well too for what it does and is free with a Wacom.
I'm going to try some mixed media technique I hope will work. I'm going to use Photoshop to mosaic, pixelate, or what ever works best, my photographs, then I will replicate (or rather, attempt to replicate) those pixel layers onto canvas or paper with paint or charcoal pencil by hand.

Painting photos with hands is something very cool as it is one of the mode of creative expression. I think you should go for charcoal painting as it is the most professional and well recognized way of painting. Charcoal is also a good way of learning gray gradients and lighting techniques.
