It took some sleuthing, but I found the answer. Here's what to do:
  1. Go to Safari menu > Preferences… and click the General tab.
  2. In the Homepage field, paste favorites://
For those who want me to show my work, here's what I did to get this URL:
  1. Went to the Startpage.
  2. Chose Develop menu* > Show Web Inspector.
  3. Clicked the Network tab.
  4. In the list to the left, right-clicked favorites:// and chose Copy Link.
Enjoy.

*To show the Develop menu, go to Safari menu > Preferences… and click the Advanced tab. At the bottom, tick on Show Develop menu in menu bar.

Prefs get you almost there, but not quite. My goal was to get the Start Page when clicking the Home icon in the Toolbar, choosing Home in the History menu, or via the keyboard shortcut (⇧⌘H).

I'm confused by this also; don't you get Home when you click the array of dots at bottom far left?:

You do, Blowback. But I'm a keyboard shortcut addict. I hate having to use the mouse. (Yes, I'm "that guy.")

To get to my Homepage, I use a keyboard shortcut. I've been doing it that way for so long it's as reflexive as hitting ⌘Q to quit any app.

After deciding that I want the Start Page instead of a Homepage, I began looking for a way to do that with the shortcut I've used for decades.

If there's a native shortcut for the Start Page, then I can't find it via Apple's support site, forums, or a simple web search.

Plus, although I'm no software developer, I enjoy tinkering around the edges of that area of expertise. I enjoyed finding a way to do what I wanted and thought sharing it might be interesting to some, if not very useful.

Haven't used a traditional "Home Page" in years. The home button isn't even on the default Safari toolbar anymore.
Open a new tab, there's the start page. Keyboard shortcut? Command-W to close my current tab, Command-T (or N) for a new one at the Start Page. Who needs Home?

Nevertheless cool tip @judedunn, it's just that for me personally the concept of the home page is a relic of the past.
