You are correct. Downloading Apps, and moving apps around on your iPhone has been removed in the latest iTunes update.
You CAN go back to an older version of iTunes that still has that function. Apple did make a version available that should do that - https://www.macrumors.com/2017/10/09/apple-itunes-with-app-store-included/

You can move multiple apps at the same time in iOS 11.
Hold an app until they all start to wiggle
Move the app slightly and keep your finger on it.
Tap all the apps you want to move at the same time and they will all collect together.
Move them into the screen or folder of your choice and let go.
