Manually Convert to HEVC?

I have found I am able to export HD videos I open in quicktime to HEVC. This option is not available on SD videos and the like. Is there a manual way to convert any video to HEVC? As far as I can tell the command line avconvert program does not support HEVC.
 
You could use the batch encode feature of Handbrake. This will give you some other options and tweaks beyond any built in Apple program I'm sure.
 
Maybe, but I can’t be sure it has a top notch format, or has the hardware encoding capabilities. I’ll do some tests of apple vs handbrake.
