New to MacOS I am still on Bigsur 11.7 as my work didn't allow me to take risk of updating & since Ventura has been launched yesterday in my update option I don't see how I can specifically update to Monterey.

Is there a manual way now to decide when I want to update to which version or is it all forced by apple in which case I will have to update from Bigsur to Ventura.

If your machine is managed by your employer, you are stuck on whichever version of macOS they are willing to let you run. When the new OS is released, the link to download the new installer shows up. You will be all excited watching it download. Then when it goes to launch, you will get a window that pops up and says you are running the latest version allowed by your administrator and to contact them to install.

I'm not sure why the folks that write the admin profiles haven't found a way to stop the new OS update from showing up for end users, as I'm sure it creates a few headaches along the way.

That said, if, for some reason, your account has been granted admin privileges (at my university, we get this on our work Macs), you can boot into recovery mode and install the latest OS, because at that point you have not logged in and admin profiles have yet to be activated. (I learned this during troubleshooting when an admin approved macOS update broke my ability to connect to the internet on my account.) However, if something goes sideways and you need your IT folks to fix it, you will likely get an earful.
