I know the 27" iMac was discontinued. Yet, I keep seeing them for sale as new at Best Buy, B&H, etc. Are the ones being sold "leftover" from March 2022 after Apple announced they would be discontinued? Or, are they newly manufactured using the 2020 technology?

Depends. If you get it used on eBay or something, it's likely old. But some of those iMacs are probably new with 2020 parts. I don't know how many, but I'd bet a good portion of them are. I get that reasoning from Luke Miani with his 2017 iMac video from back a couple years ago, where the iMac had just been manufactured.

Thinking, Apple will conduct available ones to resales, dealers (so it would be their own headache), something similar to education programs.
The rest would be scrapped and recycled

For a desktop computer with no battery (PRAM aside), does it really matter? There's nothing in there that should wear out; apart from the fans I don't think there are even any moving parts.
