iOS Mapping framework that allows for offline saving?

I'm working on an application where the user may be out of cell range at times and needs to have access to mapping backgrounds. I looked into Apple Maps/Google Maps, which don't allow this. Does anyone know one I can incorporate into my application?

What about MapQuest? They have an iOS API and I think it has support for saving maps offline. It's been awhile since I've looked at.

And what about Open Street Map?

You should be allowed to do this using one of the Open Street Map providers.

I came across Mapbox.com which looks interesting and may do what I need. It uses openstreetmap.com
