I have Apple Maps set to avoid tolls but I get notification on lock screen with time to work but it tells me to take toll highway. Also this reported to Apple.
407 is toll highway in Greater Toronto Area
 
And what happens if you actually open Maps and ask them to route you to the same destination? With avoid tolls enabled, it should normally offer you several routes, without tolls and the shortest possible (which is most likely to involve tolls). The routes with tolls are marked with a dollar (or any other local currency) sign. I guess the widget just defaults to the shortest route possible, ignoring your avoid tolls request, as this is what widgets do, offering you the fastest solution possible, presuming you are in a hurry.

Possibly, but Apple might think that if we do not have time to open a full app and go for a widget instead, we must be in a real hurry. If they use this logic, it makes sense, as the widget then overrides the Maps settings and gives you the quickest possible route. Just an idea.
 
The widget, just like the app, is telling you the fastest route....even with the "avoid tolls" option selected, the app still let's you know that there is a faster route. I doubt this will ever change.
