A maximized window, such as Chrome for instance doesn't use all space it could. There are about ~6px (on Retina display) at the bottom, about the thickness of the dock, where the wallpaper shines through (mine is almost black)

I just noticed this now (10.8.1). Was this always the case?

It's been there for as long as I can remember. It will appear on whichever side of the screen you have the dock hidden on.

It can help prevent you from accidentally triggering the dock if you need to click something near the bottom of the window.
