I'm using Maya for character animation, and know very little about modeling.

I'm looking for a simple explanation of how to put an imported JPEG onto a 2 dimensional plane.
 
Would this be the ortho views to model it out or are you looking to actually put a piece of textured geometry in the scene?

If it's the first, just use the view menu and select the image plane item and you can select the jpeg. If it's the second just drop in a NURBS plane and texture it.
 
Create --> Polygons --> Plane

Right click on plane and "Assign new material --> Lambert"

Click on the checkerbox next to the color slider on the Lambert2 Material in the Attribute editor.

Click on "File Texture" in the pop-up box.

link your JPEG in the appropriate place.

click in the viewer and hit ''6'' to view shaded mode.

put the plane on a new display later and turn the layer to Reference - "R" mode.
