Okay, i've had this issue with my MBA since day one and I have never thought about asking what other people though.

It takes my MBA 1min08seconds to start up. That's from the moment i touch the power button until my desktop comes up.

This is extremely long compared to my old MacBook.

How long does it take your MBA to startup?

It has to do with the memory, the POST (Power On Self Test) tests every bite of memory on the system, and the more memory you have the longer you take, unfortuanately, you can't cancel it, like on a BIOS system by pressing Esc. The only thing that may make it a bit faster is to repair permissions, but One minute-ish is good.

I very rarely shut my down fully... restoring from sleep (on the SSD) takes about a second! Is there some reason you have to shut it down?

From my last power on, pressing power button to desktop took 34 seconds, 1.6GHz/80GB

To boot into Windows took 1 Minute 2 seconds.

I'm sorry but how on earth are you timing this? A new 2.6GHz penryn MacBook Pro with a 7200rpm drive takes longer than this. There is no way a MacBook can boot that fast. I time from when I push the power button to when you get the login screen. How are you timing?

This was the startup time of my MBP 2.33 / 3GB Ram / 250GB HD - this was when the HD was practically empty. It takes much longer now!

Is there any advantage to shutting down the MBA properly when not in use as opposed to leaving it sleeping?

My old macbook booted in with 10 seconds on a 2.0ghz, 4gb ram. Specs matter but configurations matter more.

I timed with pressing button to log on screen.

I'm sorry but with 4GB of ram the power-on hardware test takes this long. There is no way a MacBook boots from power off to login in 10 seconds.
