If you've tried multiple chargers that you are reasonably sure are working and the proper power output, returning the device sounds like a good call to me.

When you bought the laptop how did the seller describe it? Did they mention that the MacBook Pro had received a replacement battery? It's possible that the seller replaced the original battery with an inexpensive but unreliable one (and there are plenty of these available via the internet at various prices). Maybe the seller was trying to cut their losses? I bought an iBook which had a failed battery and the seller sent me a new replacement battery. It failed after about a week and proved to have been a cheap purchase online.

Does the laptop work when plugged into the wall socket?

Just bought this?
"Brand new" battery that won't even charge?

RETURN it.
While you still can.
Otherwise, gonna cost you more money... maybe a LOT more.

You could open the bottom-case, easy to do -- iFixit has instructions but you'll need a Pentalobe screwdriver, to see if the battery cable is plugged in.

Other than that, return it.

If you do open the bottom to check, do not tell the seller as they may use that to refuse the return.

It says 'service recommended' so I reckon you should return it.
(It should say 'normal')
