So the base M4 MacBook Pro comes with the M4 chip with a 10 cores gpu... while the base m4 mba comes with a 8 cores gpu... you can pay an extra to have the same chip as the MacBook Pro (included with 512gb of ssd/24gb of ram or the 15 inch model also)
If you aren't pushing the Mac to his limits... you won't hear the fan.

That’s a good question that I have also wondered about. I assume the M4 MacBook Pro has a fan because it allows the CPU to run without any throttling (and maybe it’s also necessary for the pro chassis or other pro components) or it’s cheaper to include a fan than exclude it on the assembly line. Of course, no one with access to Apple asks questions like this so all we can do is speculate.
My MBP 14 M4 base sounds just like my iPad Pro (silent) 99% of the time except when I convert video from one format to another and then the fan does come on briefly.
