My 13 inch 2017 macbook pro keeps on restarting. I tried to install fresh mac OS but now it is stuck and the screen goes blank both during internet recovery and while using a bootable usb. The screen goes black but laptop is still on as it is very hot. My laptop is useless and I would appreciate some advice please.

Take it to Apple or a repair shop. This appears to be more than a software issue.
