Curious about something on my mbp. On the PC side, installing vista for instance over xp gives a significant drag on performance vs a clean install. Is this the same on mac with leopard upgrade, or does upgrading not degrade performance.

Why would Vista run slower except fragmentation? And maybe some extra crap in the registry and loading of dlls and whatever which you don't need?
Fragmentation and old apps will probably still be an issue on a mac, messed up register and shared librarys I guess not.

Upgrading is just fine with OS X, you won't see the performance suffer from this.
But a new OS is always a good excuse for a clean install, mostly to uninstall old programs that you don't use anymore, free some HD space, etc.
And it also feels nice to have a just as new system.
