I'm noticing what appears to be a bug with MBP16,1 and macOS 10.15.2 when shutting down.

The "reopen windows when logging back in" box is never checked and make a point to make sure it's unchecked when shutting down. Power nap is disabled for both battery and power adapter in energy saver. There is only one item in user login items that I 100% want/need and aware of it.

After nearly every single system shutdown then start hours later or next day, windows are automatically opening on system start and login. Mail, notes, safari, calendar, reminders - usually all the apps open within 5-10 minutes of using right before shut down.

Is this a known/reported issue? I cannot seem to find another topic about it, or a real resolution. I've filed bug reports with Apple but none have been responded to. I do not like the reopen windows feature, never have, and really never will. It especially is a problem when an app crashes and auto opens on restart, but that's really another topic.

No, I guess it is not a bug in a specific model. I have the same issue on my 13" MBP from 2018.

I changed back to Mojave in the meantime.
