Is it still possible to get a @Me.com email address for a new account (as opposed to @iCloud.com)?

If so, how? I've tried but it would only offer @iCloud.com email addresses.

I thought I heard it's still possible to do via an iOS 5 device, but wasn't sure if that's even true or how?
