I recently aquired 16GB of RAM for the 2012 MacMini. If I upgrade to the Haswell MacMini later this year, will the modules be compatible? The specific model is this one:

maybe. apple may stay at 1600 as 1866 does not post a big gain.

the real concern would be soldered ram.
none upgradeable ram could happen.

My guess is Apple will go to 1866 you ram will work as 1600. That is a small speed loss. Your timings will be 11's and the new ram will be timings of 12. This will be in your favor.

Overall if Apple does do 1866 ram with timings of 12 your ram will work at a 2-4% speed loss. (just a guess to the speed loss but close)

I seem to recall reading somewhere that Haswell would remain at 1600 MHz but I forget where.
