I installed Big sur beta 1 (2 weeks ago) and 2 (today) on my macmini 2018, but the menu bar clock tab in the system environment setting panel. But the Menu bar clock is locked and not accessible as shown in the attacjhed snapshot;

The menu bar clock and its setting items are all greyed out and not accessible.
this problem occured in Beta1 and also Beta2.

Same with me, however besides not being able to change any of the default settings, no issues on my Mac, i.e. default works fine for me.

I also checked this problem in the Big sur on Virtual Player, this problem also occured!
However, in case of update from macOS Catalina 10.15.6 beta 3 to Big Sur, the menu bar clock is accessible, and change the items such as time format,etc.
