Back in the good old days of Catalina, if I changed an icon's location by pressing command and moving it around the menu bar, after a restart it would stay in that position. Now with Big Sur, after a restart it moves back to the left of the volume icon. Is there anyway to get the old functionality back?

How did you just click on the menu bar and get a "customize toolbar" to pop up?I've changed icons about - deleted some, put others in a different place, but I did it by clicking on a spare bit of the bar and then used the "customise toolbar".
After a couple of recent restarts they're still where I put them - so far
I have this issue too and have reported it to apple on their feedback channel. If I move some items around in the menu bar they stay put until the next reboot. After reboot they always move back to left of other items.
That's Safari bro, we are talking about the menubar of Big Sur itself....this one:

Yes, main menubar not Safari. No doubt this is a bug, but didn't see it discussed during the betas.Oh sorry
