Back in the good old days of Catalina, if I changed an icon's location by pressing command and moving it around the menu bar, after a restart it would stay in that position. Now with Big Sur, after a restart it moves back to the left of the volume icon. Is there anyway to get the old functionality back?
 
I have noticed that icons move around on the toolbar - for me I don't think it's just o restarts, as I seldom restart. But this morning a couple of icons had moved to the right one icon. It's very strange.
 
I've changed icons about - deleted some, put others in a different place, but I did it by clicking on a spare bit of the bar and then used the "customise toolbar".
After a couple of recent restarts they're still where I put them - so far :)

How did you just click on the menu bar and get a "customize toolbar" to pop up?
 
I have this issue too and have reported it to apple on their feedback channel. If I move some items around in the menu bar they stay put until the next reboot. After reboot they always move back to left of other items.
 
I think he means right click on an unused part of the Safari toolbar, then Customize Toolbar comes up for the Menu Bar at the top. It's the same as View/Customize Toolbar.

Here's how I set mine up a few days ago and it's stayed the same through reboots.
