Merge or Replace..

Anyone know why you get different dialog boxes for the same moving of files.. The difference is between whether your moving go same drive or external with same file/folder name:

Basically when copying from SSD to external only then do you get the option to "merge".. " If copying to same drive you only get "replace"

Why is this?

The left attached image above is pertinent to individual FILES.

The right attached image above is pertinent to FOLDERS.

There is a difference.

ok,,,, still the question would be valid..

If you can merge within folders why cannot use merge files as well ?
