Merging iPhoto and Photos across multiple devices

Ok, I have several questions in the post all concerning iPhoto and Photo.

1. I have an old iMac running Mountain Lion (I think) with three user accounts two of which have iPhoto/ I want to upgrade this iMac to El Capitan or High Sierra and remove one of the user accounts. So the first question is how do I transfer the photos in iPhoto from the account to be deleted to the remaining account.

2. I have a Late 2008 MacBook Pro that I have upgraded and is now running El Capitan. I want to backup all the data on this device and factory reset it. Before doing so I want to transfer the iPhoto photos from this device to Photos on my newer MacBook Pro Mid 2015 running High Sierra.

Any advice would be appreciated.
