You can keep selecting and opening multiple libraries to import photos.

So what you do is say for example start with a new empty library and just keep selecting older libraries to import from? Then I will have a 500GB new library right?

Then I can just drag and drop that new huge library to a backup HD. Or I can just upload 500GB to iCloud.

Correct?

I think you might be misunderstanding what the page says. You can directly import other libraries, in contrast to what the misleading title says. You have to open each library individually, export everything (Loosing all of your library metadata), and then import it into a single Library.

I am unsure how iCloud deals with you opening multiple libraries, but if it just combines them, then it should work. It will take forever though.

If you are unable to do this using Photos check out the Powerphotos app. It is designed for merging and managing the Photos library.
I also recommend PowerPhotos for this exactly.
