My Message app frequently (quite a few times a day) has a badge saying I have a new message(s) but there is nothing new to read when I go there until I force close the message app and then reopen. Then the new message is there to read.

You're running beta software. This is normal and prevalent in B4 from my experience.
 
Beta 3 had this as an issue and it was quite annoying but expected as a beta. Haven’t seen it in beta 4 though.
 
So is that developer beta 4 you're running then? I'm running public beta 3. Does that mean maybe the next public beta will have fixed the issue?

The developer beta 4 is exactly the same as the public beta 3, the same build number.

Hopefully the next beta will fix it for you, but betas are buggy by definition.
 
I have this also in dev b4. I’m starting to think this has to do with other devices, an Apple Watch ⌚️ in my case. When I go into messages on the watch and read them, the badge goes away on the phone.

The badges do seem to eventually clear if left alone. Not sure if the watch and phone aren’t syncing correctly or what specifically is causing it.

Edited to correct which beta I’m currently on.
 
The same thing happens to me here and there. In the Messages app, just go into the threads/contacts you've recently been texting. I'm sure some of them have sent you a response but the threads are simply not showing up in chronological order. It has been a thing since PB2. Please make sure that you give Apple feedback and hopefully they will fix it with PB4. Cheers!
