Messages Alert w/o sound/vibration

Hello,

I am having an issue recieving notifications. I see the bar pop up at the top, but I do not feel a vibration or hear a sound. I have checked my settings, and volume and vibration are both on. This has been happening ever since I downloaded an alert tone from iTunes. Has anyone else experianced this problem?
