Messages disappearing when moving

I'm using an old El Cap, v10.11.6 . In Mail, when moving a message from the Junk folder to the Inbox, the message disappears from both folders. This happens when clicking and dragging, marking the message to be 'not junk', and using the right click 'Move To' option. What to do?
