iCloud Messages in iCloud doesn't sync and is confused

I have iMessage turned on my iPhone and Mac and on my iPhone it says there are 58 messages but in Messages I only see a few new ones. On my Mac it says there are 0 messages and syncing is on pause.

I tried deactivating everything, turning everything back on, rebooting Mac and iPhone but nothing changes.

Maybe I had it confused because I activated Messages in iCloud with that iCloud account on another user account on that Mac and tried to activate it also on this user account on the same Mac. Something Apple doesn't seem to support.

Wondering if you had success syncing up your messages. If so, did you do something that you can share?
