Did apple reset this back to 1 year for other people with IOS15? I realize they want people to fill up their cloud storage quickly so they will pay for more, but nice try!

you're not getting my $1 a month :)
 
I doubt iCloud storage has anything to do with a setting changing after an update. It's no big deal to change it to your preferred period.

think about it though....putting it back to a year, means it will fill up the "5gb free storage" faster, meaning it would "trick" a person into thinking they would need to pay more storage.
