Messages not downloading pictures

Friends of mine have an iPhone, I think it's a 6, running ios 10.3.3 and they are on AT&T. Every time I send them a picture using Messages, they don't get the picture just a box saying touch to download the picture. When tapping the box the pictures do download and show up. This is the first i have heard of this issue. Anybody know what I can check or change to allow their phone to download the pictures automatically?????

If it’s a message with rough text they will always need to click to download but if it’s imessage it shows up right away but if that’s not the case I’m not quite sure

Don't know what you mean by "rough text" ?
