Messages - punctuation inop

Messages on MacOS has done this for several years on my macs. Currently running Catalina and when I type messages, the auto punctuation rarely works. For example, if I write “I’m on my way” it instead writes “im on my way”.

this is on clean install of Catalina

it seems better on iOS, so is this maybe due to apples neglect of macOS vs iOS?
