Messenger contact on iPhone missing details

One of my contacts on my iPhone 6s is missing the contact details on FB messenger. I have only the option to send money and a couple other things; no options for notifications or to start a secret conversation. Any idea what could be going on?

No, they have not. That is what makes this odd! Especially the notifications part.
