I just watched the MWSF keynote back, and Steve says that the reason that iDVD can't be downloaded is because it is "hundreds of megabytes." Not because there is no history of Apple allowing downloads of it. So Blue Panther's first observation is correct, with the introduction of Panther, Apple could have bundled it, like they did with X11. But they didn't. They want you to buy it.
