I think micro-SIMs are going to become common on this type of device, if only to stop you from using your phone's SIM in it. The GSM chip is not dedicated to data-only, and I would imagine that all it would need is a phone-app to use the iPad as a phone.
It would be interesting to see if my tone-dialler will make calls through the microphone of the iPad!!
