Some web pages may not function properly without it. It's OK to update it.

You don't need it at all unless there is some specific website you visit that requires it, which is pretty rare. Probably the most common site/task that requires Silverlight is Netflix video playback. You don't need it to use the Netflix site, just to stream their videos to your computer.
