What does this mean exactly? That Windows on ARM is likely to officially come to the Mac?

No, but a core development framework that MS uses for Windows supports Apple Silicon Macs. If I remember correctly, full support will come with .NET 7, which basically means that you can write a Windows application that will natively run on Macs.

.NET 6 to be officially released in November will have full support for Apple's ARM and Windows ARM. It's all currently available in beta now.
