Installed Ventura 13.3 with Opencore patcher, everything seems to be working fine beside the occassional sluggishness. Wondering if I updated the GPU it would help and while I'm at it would like to update to a WiFi AC.

What would be a budget friendly metal GPU for this machine and suitable wifi card?

It's a 3.4ghz Core i7, AMD HD6770M, 16gb ram and 1tb SSD with the 2k display

If you can find one for a good price, the Radeon WX 4130M and 4150M are good options. You can also take a look at the GTX 765M and Quadro K1100M. They are older, but are budget friendly.
I have an m5100 in the mail but appearantly those are no good for ventura but you're saying a k1100m works? I don't do any gaming, just youtube video and office suite stuff.

Yes the K1100M is a very popular budget choice. Make sure to find a Mac Flashed card, as without it you won't have any boot screen or access to the boot picker, recovery mode...
