A friend of mine just recently bought a Mac Mini M1 to replace an Intel-based Mini. I was going to help him migrate over everything using Migration Assistant. He doesn't want to start with a fresh install.

Unfortunately, he only has one monitor. Is there a way to do this with only one monitor?

Do you have an external USB drive available?
One that is capable of holding the entire contents of the Intel Mini's drive?

NOTE: tell your friend to leave the new Mini "in the box" until you're ready to connect the USB drive.
This is important -- you DO NOT want to create an account on the new Mini until the actual "migration" begins.

Then... do it like this:
Download either CarbonCopyCloner or SuperDuper.
Both are FREE to download and use for 30 days.
SuperDuper might work better for this operation.
Doing things "my way" will cost you nothing.

Use SD to clone the contents of the Intel drive to the USB drive.

Now, set up the NEW Mini.
Connect the USB drive and press the power on button for the first time.

Begin setup.
At the appropriate moment, setup assistant asks if you wish to migrate from another computer or drive.
YES, you want to do this.
So... "point the way" for setup assistant by directing it to the USB drive.

Give setup assistant time to "digest" everything, it will take a little while.

Setup assistant will present you with a list of stuff to migrate.
I suggest you just migrate everything.

Now... let it go.
It will take a while to "move everything over".
When done, your friend should see his login screen, as it was before.
So... log in and look around.

BE AWARE that some older apps (particularly 32 bit apps) won't run.
Other apps will need upgrading.

Good luck.

Another option is to do a Time Machine backup of the Intel mini, and then use Migration Assistant to migrate the data and user accounts to the new M1. The out of box installation process on the new mini will walk you through this.
