Current set up -

2 iphones logged in to seperate Apple IDs
Both phones have auto back up of camera roll to a single OneDrive account.
Within OneDrive, we have 100GB+ of photos arranged (probably a bit too organised) in to Holidays/Family etc.

i want to move these to our iCloud storage that is family shared.
Is it possible to -
Move these keeping the folder structure. No mac available. PC is but with less available storage of the photos taken.
Have both phones back up to iCloud and photos from both phones appear in both camera rolls to allow moving to folders etc.

I have seen the script written that works great for a mac but dont fancy buying one just for this reason as I dont see it getting any use. I have also seen others mention Document5 app but cant see how this can transfer the files even if you link OneDrive.

Sorry for the length. In a perfect world I would just like it all in one place.

Do you have OneDrive and iCloud app installed on Windows? Thus, wondering if you can 'drag and drop' from OneDrive to iCloud.

ideally I would like to keep the folder structure which I dont think this will do
