Here is my Mac mini Late 2009 with the Mini DisplayPort to VGA converter:

Using this MiniDP-to-VGA cable configuration, if I power on the Mac mini the monitor (an 22" HP x22LED) doesn't light up at the startup. it doesn't light up while the Mountain Lion's being loaded (the green screen) either. It lights up only after the M. Lion's desktop screen comes up.

If I use the Mini DVI cable, no such problem. The monitor lights up at the startup (so that I can use those utilities such as rEFIt)

Is it possible to make the monitor light up during the startup using MiniDP-to-VGA cable? How to make it?
