Mini-No BT KB connection

My new (old) 2010 Mac mini is not connecting to Bluetooth KB in target or monitor mode. Works fine with wired keyboard. KB batteries are OK. Tried from two different Apple keyboards.
To work with the mini, do I require a multi device bluetooth KB instead of the supplied iMac KB?
