Number spoofing aka same exchange scam. Have had it happen myself (ie. me calling me, even though phone is sitting idle on the charger).

Spammers calling everyone in same exchange with some other number from that exchange, hoping you think it's someone you know from the neighborhood (which is kinda dumb, in that 10000 possible numbers in an exchange, and if a mobile number, probably not even in a neighborhood). Guess can even target a number with their own number, to get you to pick up in curiosity.

Some call blocker apps (eg. Hiya) have options to block calls from same exchange.

Already had about 4-5 calls today from the same exchange that went straight to VM thanks to "Silence Unknown Callers" option.
 
I’ve seen this too and my mom has...it’s creepy as hell and I’ve never heard of number spoofing. How can I stop it?

Don't suppose you have more than one phone signed in to your apple id, and "make and receive calls on other devices" turned on?

I wonder whether an incoming call is ringing two phones, and caller-id isn't working so the second phone is getting confused.

You can't.

There is the SHAKEN/STIR protocol being rolled out that, in theory, will tell you if a call is coming from a legitimate number. But need to have every telco talking to each other via the protocol.

Call blockers, as mentioned (eg. Hiya, Wideprotect), with exchange blocking. Or Apple's "Silence Unknown Callers". And the known spam lists in these apps are fairly incomplete as they are crowd-sourced and spoofed numbers are usually real numbers (ie. the keepers of the list are not going to put every reported number into the master list).

FCC Do Not Call list is pretty much useless.

Pretty much an all or nothing proposition re: what to block.

I’ve known of people who talk to themselves, but this is taking it a bit to the extreme, don’t you think?!

Yea I didn't think about spoofing in the moment but that's what it is. I have 2 call block apps that warn you about spoofing.

Did you actually get a call or you simply saw a missed call notification appear without a call?

Just the missed call notification.

Hmmm... Going to assume that you have a "me" contact with the number.

But, also have Settings > Phone > My Number.

Guessing "Silence Unknowns" has the smarts to also exclude calls "from" your cell to your cell. As some (most? all?) calls from your cell to your number will drop you into provider's voicemail, so, no way you can call yourself.
