Missing Downloads folder

Hi there,

I set up an iPhone 6 with iOS 12 I just using a player (foobar2000) and Instagram on it.
The main issue is Downloads folder is missing at Files app and I should Save to files in Safari and then save items in foobar2000 folder!! which is the only folder available at On My iPhone screen (Files app).
There is any workaround?

p.s. which Document viewer you recommend to just view PDF and Office documents?

iOS 12 is quite a while ago for me. But can you not create a downloads folder yourself?
