I am seeing video of people that have the Game Center App after installing OS 4 on their 3GS iPhone. I can't find it on my 3G iPhone after upgrading to OS 4. Is it only for the 3GS and iPhone 4?

GameCenter is only in the GM build, not the official released version by Apple.
 
I understand the ability of the app to work is not there, but as I said, others already have the app on their iPhone 3GS. So I assumed the app itself would be there, even though it doesn't work yet.

You are 100% sure that these people downloaded the publicly available version of iOS and not the one made available through the developer site?
 
The only other reason why people would have it, other than developers, is that they got added to someone's account (who bribed them with money). Even though you can find it online, you 1) Have to have a Mac, 2) Have to have your iPhone number registered within the account to activate the firmware on your phone.
