I noticed this yesterday when I installed the latest beta, in iMessages, when viewing chat details (via the 'info' icon), there is a section with all related images.

Most of my message threads go many years back and there are a ton of images. However in iOS 13, I only see ~60 in that section and the rest don't load.

Anyone else seeing the same?

Yes I see the same thing. If you scroll down to the bottom of the screen after clicking 'info', there is an option to download the remaining messages. It works, however they end up disappearing again and having to be repeatedly re-downloading. I filed a bug about this.

I have the same issue. Have you received any reply from Apple about this?
 
If you go back to messages and do a search. If you see a notice about more whatever will be available after indexing, give it some time. That message has to go away. If you have a lot of history and attachments, indexing can take upwards of 20+ hours or more. I know, it took this long for me. Drove me insane.

Attachment section is still a dumpster fire though. Live Photo’s show as live but are not. Even if you save them. Gifs don’t play unless you tap them. If you preview a few photos, you can no longer scroll and/or it crashes.
